Oversees the operational planning, establishment, execution, management, and evaluation of multifaceted programs and department administration. Oversees fiscal, operational, administrative, and human resources management of the department and provides day to day professional guidance and leadership has appropriate to the area of expertise. Seeks outside funding sources and develops grants; serves as principal point of representation and liaison with external constituencies on operational matters. Responsible for effective contribution as management team member to the work of the department and to the agency.

Programs Managed: Recreation and Administration Focus
The program department, typically consisting of a set of closely related subprograms or associated activities, is usually focused on a combination of program services, education and/or research, and is funded through multiple contract/grant/other funding body provisions and/or involve partnerships and legal contracts with other agencies.
Recreation and Administration Services offers a community development, participant client centered model of support and service/program provision to all those living within the community who are marginalized and at risk.

- Manages and oversees administrative and daily operations of a multi-faceted community centre department, ensuring compliance with agency philosophy and vision, City and contract/grant/other funding body policies and regulations
- Oversees the hiring and supervision of personnel, which includes work allocation, training and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Oversees and guides departmental volunteers and placement students
- Executes total responsible fiscal, operational, and administrative management of the department. Manages contract, grand and/or other funding; approves and monitors budget expenditures; cash flow management, prepares budget revisions; provides status reports and/or other periodical program documentation on all projects
- Provides professional coordination, leadership, logistical and administrative oversight in the execution of day to day program/project activities, as appropriate to program objectives and area of expertise
- Assists in establishing and implementing short and long range goals, objectives, policies and operating procedures
- Integrates program development, to include program design and planning, establishment and implementation of overall operating plans, budgets, policies, procedures, and standards in accordance with established program objectives
- Manages the development, implementation, monitoring, and evaluation of multiple services, programs, and projects in response to assessed community needs and in accordance with the Centre’s philosophy and values
- Ensures continual monitoring of the department programs’ progress to ensure that the programs systems are working to achieve goals and objectives while maintaining agency standards and funding agencies’ accountability standards
- Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient operation of the program department and all related programs/projects
- Oversees and/or coordinates the collection, compilation, and analysis of program activity data; develops, writes, and presents comprehensive statistical and narrative program reports
- Produces, develops, advertises, and markets projects and/or products in various media such as print and video; may assist in developing educational materials, handouts, news releases, pamphlets, and brochures
- Develops and implements systems and processes to establish and maintain records for the operating department
- Collaborates with other agency departments, programs, projects, and/or manages partnerships, both formal and informal, with community organizations to consolidate resources and enhance programs
- Represents and advocates for the needs of community members through active involvement in industry relevant associations, committees, and working groups
- Makes presentations to the agency’s committees, Board of Management as required
- Performs other job related duties as assigned by the Assistant Executive Director
- Works a flexible work schedule which involves mainly evening and weekend shifts
Minimum Job Requirements:
- Post-secondary education or bachelor’s degree in a related field to this department (Recreation and Leisure Studies, Social Work). Directly related management expertise in fiscal services, administration, and human resources gained through 2 years of equivalent level work experience. Completion of a management certificate program from a community college is an asset.
- At least 3 years of additional and progressive work experience that can be demonstrated to be applicable to the field of expertise; or equivalent combination of education and experience. Current first aid/CPR training; health and safety training for managers.
Knowledge, Skills and Abilities Required:
- Knowledge of management principles and practices, preferably in a unionized environment
- Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments
- Knowledge of staff hiring procedures
- Employee development and performance management skills
- Ability to foster a cooperative work environment
- Demonstrated experience working in a multiple stakeholder environment
- Ability to provide professional coordination and management of development and/or implementation of projects in area of expertise
- Demonstrated knowledge of best practice principles and issues related to the department (Recreational programming for all ages and program administration)
- Understanding and knowledge of community development and empowerment principles and neighbourhood building strategies involving individuals served by the department, in particular those individuals marginalized by society and most at risk socially, emotionally, economically, physically, and those with mental health concerns
- Understands discretion and use of independent judgement when dealing with program and individual client service needs
- Strong interpersonal, verbal and written communication skills. Demonstrated good consensus building and negotiation skills
- Ability to develop and maintain record keeping systems and procedures
- Ability to gather data, compile information, and prepare reports
- Knowledge of contracts and grants, preparation and management
- Knowledge of budgeting, cost estimating, and fiscal management principles and procedures
- Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures
- Skill in organizing resources and establishing priorities
- Program planning and implementation skills
- Ability to speak a second language
- Ability to work a flexible work schedule which includes evenings and weekends

Terms of Employment:
Position Status: October 2021 – October 2022 /Full Time (35 hours per week)
Union Status: Non-Union/Exempt
Salary: $66,081.60- City of Toronto, Grade 4.5
Hours of Work: Monday to Friday, some evenings and weekends may be required as needed.
